Allow a new Client Initial on a reused UDP five-tuple to replace the previous Initial parsing state after successful decryption and parsing. Keep the current state on invalid candidates and use the Initial DCID to distinguish candidates with zero-length SCIDs. Only one handshake context is tracked per flow. Concurrent handshakes require independent contexts and are tracked as follow-up work in https://redmine.openinfosecfoundation.org/issues/9228. Bug: #8776.
