Allows for instance to process/log ARP packets over VXLAN.
That means we need to decode the ethernet layer above vxlan
instead of skipping it as part of the vxlan, even if the vxlan
decoder still checks the ethernet layer to avoid FPs.
Simplify DecodeVXLANEnabledForPort() to only check destination port
to avoids false positives when identifying VXLAN traffic.
Per RFC 7348 §5, VXLAN identification is based solely on the outer UDP
destination port (4789), regardless of inner packet direction. The
outer UDP source port is used for load balancing via inner packet
hash and should not be considered for VXLAN detection. This ensures
correct VXLAN identification for all encapsulated traffic patterns.
Checking both source and destination ports could incorrectly classify
non-VXLAN UDP traffic as VXLAN when the source port happens to be 4789,
leading to false positives in VXLAN detection and potential decode errors.
Add support for two VXLAN reserved bits check modes:
- strict: validate all reserved bits for standard VXLAN format
- permissive: skip all reserved bits validation (allows extensions)
Configuration added to suricata.yaml.in with 'strict' as default.
Includes comprehensive unit tests and documentation updates.

Work towards making `suricata-common.h` only introduce system headers
and other things that are independent of complex internal Suricata
data structures.
Update files to compile after this.
Remove special DPDK handling for strlcpy and strlcat, as this caused
many compilation failures w/o including DPDK headers for all files.
Remove packet macros from decode.h and move them into their own file,
turn them into functions and rename them to match our function naming
policy.
Previously each 'TmSlot' had it's own packet queue that was passed
to the registered SlotFunc as an argument. This was used mostly for
tunnel packets by the decoders and by defrag.
This patch removes that in favor of a single queue in the ThreadVars:
decode_pq. This is the non-locked version of the queue as this is
only a temporary store for handling packets within a thread.
This patch removes the PacketQueue pointer argument from the API.
The new queue can be accessed directly through the ThreadVars
pointer.
Implement port config handling. Also check both src port and dest
port for tunnels that only set the destination port to the VXLAN
port. At the point of the check we don't know the packet direction
yet.
Implement as Suricata tunnel similar to Teredo.
Cleanups.
