lua: add suricata.rule library

Add a "suricata.rule" library for accessing rule information from a
Lua rule, or a Lua output script.

This lib replaces the following global Lua functions:
- SCRuleIds
- SCRuleAction
- SCRuleMsg
- SCRuleClass
