config_cache() falls through to config() when instance.enable_cc is off (ENABLE_CONFIG_CACHE=false, as in CI/.env.testing), so ConfigCacheService::put() alone did not toggle pixelfed.cloud_storage and the command's cloud-enabled guard aborted with exit 1. Set the underlying config value too (both in beforeEach and the local-storage refusal test). |
