Your Name 484b921382 Compile FFmpeg from source in Docker image 
Adopt the Loops approach of compiling FFmpeg from source (shared build,
hardened toolchain, LTO) in a dedicated build stage instead of installing
Debian's packaged ffmpeg. The source-built ffmpeg/ffprobe binaries and
shared libs are copied into the final image.

x264 and x265 continue to use Debian's packaged libraries
(libx264-dev / libx265-dev) for now; only FFmpeg itself is compiled.

Preserves the existing image-optimization tools (jpegoptim, optipng,
pngquant, gifsicle) and PHP extensions, and adds an ffmpeg/ffprobe
smoke test.

* Update .env.docker

Registry has changed. Old registry has been discontinued in August 2024. New Registry added, format of Docker tag has been adjusted as it now contains the Debian Release as well.

Sample Version is set to current stable but can be adjusted to any of the available branches.

* fix: don't restore memory limit after cities import

Since this command can only be invoked by CLI, the process will exit after a successful import, so restoring the transient PHP memory limit doesn't really have any affect.

In PHP 8.4, this throws the following error (which doesn't happen in 8.3 and below)

It seems to be a 8.4 behavior change, so removing the logic would make it go away

In docker-compose, using a symlink from ./Dockerfile
to contrib/docker/Dockerfile.apache does not work. Therefore the symlink
is deleted and the docker-compose.yml is instructed to use the file
