Limit the rebase-update call after reparent-branch
...
Previously, `git reparent-branch` would call `git rebase-update
--no-fetch` effectively rebasing all branches. Limit the branches to
update to the one being moved and its dependants.

The current BugsFromDescription code returns ['1234, 5678'] but I think it
should return ['1234', '5678']. For 'BUG=1234, 5678' this already works.

Support USERNAME as well as USER environment variable
...
my_activity.py tries to determine the current user with the USER
environment variable but on Windows it should use USERNAME. This change
gets it to check both, which saves users from having to use the -u
option and figure out what format the name should be in.

We however need to convert single quotes to double quotes for Windows to treat such paths as a single path.

[Metrics] Fix box drawing on Windows, and refactor code.

The Unicode box drawing turn out malformed on Windows (even with
fix_encoding.py). This CL refactors the box drawing code, and makes
Windows box drawing use regular ASCII characters. Details:
* Add print_red_boxed_text() to programatically print box aroun given
list og strings.
* Unicode box drawing characters are escaped, removing the use of
non-ASCII characters in source code.
* Convert message source to generators for greater flexibilty, and
remove the need for manual horizontal padding.
* Add proper use colorama with Style.BRIGNT and Style.RESET_ALL.
* For Windows, revert to ASCII characters for box drawing.

Add a --ignore-self parameter to "git cl owners"

Sometimes CL author is also listed as OWNERS but want to find a co-owner
to review CL. Currently "git cl owners" is unhelpful as it consider the
author's ownership as enough.
Add a --ignore-self parameter to "git cl owners" that will cause the
tool to ignore author's ownership when looking for a reviewer.
