On corp machine, our policy to use @google.com account
and rbe-chrome-untrusted to build chromium/chrome.
We don't allow rbe-chromium-untrusted with @chromium.org
on corp machine.
On non-corp machine, user couldn't use rbe-chrome-untrusted
because it's @google.com only, and corp security policy
doesn't allow @google.com account on non-corp machine.

The current implementation of CheckInfraFreeze relies on timestamps
being preconverted to UNIX timestamps because zoneinfo doesn't work by
default on Windows. The necessary tzdata package has been added so that
zoneinfo will work for Windows, so switching to datetime and zoneinfo is
now possible and makes it easier to update the time range for freezes.

Updates the requests version in .vpython3 to the latest available in
order to pick up a security fix. Also changes the requested version to
the Python 3-only one since Python 2 support was removed from requests.
As a result, also adds several modules that requests now depends on.

my_activity.py talks to third party (e.g. review.coreboot.org). Without
certifi package, making https connection may result in
CERTIFICATE_VERIFY_FAILED.
Adding certifi package to .vpython (py2) doesn't work, so this change
drops py2 support for my_activity.py.

Added an rdb wrapper and use it to time CheckChangeOn{Commit, Upload} from every PRESUBMIT.py file, then reports the results to ResultSink.
